Chapter One: Introduction
1.1 Background of the Study
Women’s empowerment, particularly through skill acquisition, has been a focal point of many developmental policies in Nigeria, as it aims to address gender disparities and enhance women’s participation in socio-economic activities. In Kaltungo Local Government Area of Gombe State, women face socio-cultural and economic barriers that hinder their access to opportunities for skill development. Skill acquisition programs, often supported by government and non-governmental organizations (NGOs), are designed to equip women with practical skills that can enhance their economic independence and social standing. However, the success of these programs depends not only on the availability of resources but also on the communication strategies used to disseminate information, engage the community, and motivate participants. Development communication, which emphasizes the use of communication tools for social change, plays a crucial role in ensuring the success of women’s skill acquisition programs by ensuring that the right messages reach the right audiences. This study explores the various communication approaches used in Kaltungo and assesses their effectiveness in promoting women’s participation and success in skill acquisition programs (Ahmed & Ibrahim, 2023).
1.2 Statement of the Problem
In Kaltungo LGA, many women are unaware of the available skill acquisition programs or do not see their participation as a viable pathway to improving their socio-economic status due to societal norms and limited access to information. Despite the existence of various programs, communication strategies to promote these programs have often been inadequate or poorly targeted. This research seeks to assess the communication approaches used to inform and encourage women’s involvement in skill acquisition programs. The findings aim to uncover the challenges these communication strategies face and suggest ways to improve their effectiveness in promoting women’s empowerment in Kaltungo.
1.3 Objectives of the Study
To assess the communication approaches used to promote women’s skill acquisition programs in Kaltungo LGA.
To evaluate the effectiveness of these communication strategies in increasing women’s participation in skill acquisition programs.
To identify the barriers faced by communication strategies in ensuring the success of skill acquisition programs for women in Kaltungo.

1.5 Research Hypothesis
Communication approaches have significantly influenced women’s participation in skill acquisition programs in Kaltungo.
The use of community-based communication strategies has been more effective than mass media in promoting women’s skill acquisition programs in Kaltungo.
Cultural barriers and limited access to communication channels hinder the effectiveness of communication strategies in promoting women’s skill acquisition programs in Kaltungo.
1.6 Significance of the Study
This study is significant because it highlights the role of communication in fostering women’s empowerment through skill acquisition programs. The findings will be valuable to policymakers, NGOs, and community leaders who seek to design and implement effective communication strategies to support women’s skill development in rural areas like Kaltungo.
1.7 Scope and Limitations of the Study
The study is confined to Kaltungo Local Government Area and focuses specifically on communication approaches used in promoting women’s skill acquisition programs. Limitations include challenges in accessing rural women who may have limited exposure to or understanding of formal communication channels.

Development Communication: The use of communication tools to influence behavior, foster development, and raise awareness within communities.
